Civic groups on Tuesday night backed a plan to reestablish a municipally owned lake in Rapid Canyon four miles west of Rapid City. Gutzon Borglum, the Mt. Rushmore sculptor, will arrive in Keystone within two months to resume carving the four presidents Washington Lincoln Roosevelt and Jefferson.
