State Legislature Passes 27 Acts Affecting S D Education

Pierre March 14 P Lays governing education and schools in South Dakota changed markedly in the recent session. Twenty seven acts direct or indirect affected the system with new state aid provisions, tax funding shifts, and reductions in expenditures. Notable changes include a gross income tax benefiting school districts by about four million dollars annually, with distribution rules to districts and special aid funds. Additional appropriations for districts with Indian lands and rural credit land, and improved inspection funding for high schools. County commissioners may levy a mandatory annual school poll tax. Drastic cuts hit mileage, transportation, and high school tuition, with reduced per diem and mileage for county superintendents and lowered tuition caps. Transportation allowances for pupils tightened by distance, with maximums per family. Other measures redefine agricultural lands for tax purposes, clarify building contracts, permit warranty-deed foreclosures, tighten school fund security, require district public notice, allow polling-place consolidation, raise treasurer bond limits in Tanger cities, permit district investment in warrants, and expand state board representation to include a farmer, laborer, and housewife.
