Call For Bids By Dec 18 On Large Refunding Issue
Pierre December 5 A rural credit refunding issue worth 20 425 000 will be offered for sale December 18 to the lowest bidders as part of a program to level debt service on 35 794 000 in debt dating from farm peril financing begun in 1917. The plan ties each refunding bond to the same rate as the bond it replaces until the old bond matures then adjusts by bid. Director Millard G Scott says bids around three percent are hoped for but the key aim is steady debt service. The old bonds average 4.25 percent interest and the board plans competitive sales and calling in bonds beyond what can be paid. This move seeks to ease large upcoming payments and stabilize finances.
