Washington April 18 Secretary Doak announced a full reorganization of the United States Employment Service. Forty eight state bureaus and one for the District of Columbia will operate under seven divisions covering trades. A supervising director, John R. Alpine of New York, was named. Francia Jones remains director general with A. D. Lewis of Illinois as assistant director general and head of the mining division. Seven divisions include building trades, mining and quarrying, manufacturing, transportation, clothing, mercantile and marine seamen. A national vetting and farm employment expansion plan will be pursued and a director of information created. Doak said every state and the District of Columbia will have at least one bureau to cooperate with state and local authorities for coordinated nationwide service and interstate labor placements.
