Washington April 8 The House agriculture committee approved a five year 695 million program to aid low income farmers. It would authorize 50 million annually for five years to tenants for farm purchase with 30 year payback at up to 3 percent interest and 375 million annually for five years for buying livestock equipment and subsistence needs with five year loans at up to 3 percent. A land conservation program was proposed but the panel rejected a plan for the secretary to buy farms for resale to tenants on 45 year terms, deeming it government participation in farming. The committee split over the plan and rejected the measure.
The Minnesota Senate passed a resolution accusing Governor Elmer Benson's supporters of the People's Lobby seizure of the state capitol chamber. The 35 to 11 vote denounces Benson as the movement's inspiration and calls for prosecuting involved members. Benson dismisses impeachment as political theater linked to tax reform.
Judge Lemuel Smith of Albemarle circuit court sentenced Dr. Richard G. Miller to prison for second degree murder in the chloroform death of 18 year old Cleo Sprouse. Miller wept, his daughter Lucy sat beside him as his wife listened, with other family members present, showing little emotion.

ITHACA N Y April BP Tompkins County farmer recalls breaking a sit down strike of his dairy farm hands by releasing a bull into the barn. The two workers planned a wage protest as cows were ready to be milked. He mentions Ned the bull charged and dispersed the sit in within moments.
A nine foot high timber crib dam at Westport collapsed after a nine foot surge tore out a 16 foot section on Wednesday night releasing about 150 million gallons of water. The flood pushed downstream toward Aberdeen city water works on the Elm River while an ice gorge halted the flow. No injuries or property damage were reported and officials expected the danger to pass before reaching further dams.
In Peoria Illinois April a labor dispute at the Caterpillar plant splits workers into three factions. The Caterpillar employees general committee the AFL and the Amalgamated Union press for a written contract and collective bargaining rights. A nonunion meeting seeks sentiment on returning to work while resisting the strike.
State Finance Director George Wright, struck by a cerebral hemorrhage Tuesday night, is resting comfortably at La Pierre Hospital. Doctors say he remains serious but not critical, and is expected to stay about two weeks. Mrs. Wright accompanies him.
Insurgent Mallorca authorities told British officers the bombings of H M S Gallant were a possible mistaken identity.
