Norman on mediation between Japan and Russia

London April 2 Henry Norman in a long letter to the Times elaborates views outlined in an interview Tuesday. He says any personal or national attempt to intervene between Japan and Russia risks destabilizing the balance of power and would displease the king if Edward gave aid. He suspects Japan hoped for early victories to prompt foreign mediation, which could be risky as Russia will not accept defeat or tolerate intervention with troops remaining. He notes abstention would embarrass Great Britain and the United States, provoking resentment rather than good. He foresees Russian victory as likely and does not think Russia seeks peace to unite Europe and America against it, expecting the war to end and British influence to decline.
