Rule of Porto Rico delays development and finance
The War Department ruling delaying the takings with Porto Rico slows country growth and deters capital. General Henry Foga cited benefits to Spanish franchise holders and issued an order revoking them to equalize, but legal questions forced him to rescind. The dispute risks a decision against holders of old concessions.
