Seoul dispatch reports the Palace of the Korean Emperor was destroyed by fire today. The Emperor escaped unharmed and the incident caused great consternation at court and among the people. Authorities believe incendiaries set the blaze.
The Senate sent the Canal Bill to the administration of the Panama Canal. The America Maru from Yokohama was expected tonight or tomorrow morning as the first Toyo Kinen Kaisha ship since the Russo Japanese war outbreak. A Supreme Court certiorari writ halted part of Hutching v Kona Sugar litigation, while the S N Can He arrived from San Francisco, fastest in months, highlighting a brisk Pacific passage.
The measure House Bill No. 3% relating to sewer and garbage service passed the third reading in the Senate by 12 to 3 with three Senators voting no. Senators Kalavokalant Paris and McCandless opposed. debate centered on proposed rates. Judiciary Committee favored amendments to lower current rates, but motion to adopt failed. House Bills 5 and 6 also noted, with 5 about District Court jurisdiction in malicious injury cases and 6 about departmental appropriations awaiting Finance Committee action.
The House and Senate acted on a Joint Resolution to appoint a five member county government commission two to be named by the Senate and two by the House. Expenses to be borne by the commission with gubernatorial approval. The next session will set pay based on work. A reassessment of related bills and a reconsideration of funds for the last sessions were discussed. A bill on lands court officials was sent back for reconsideration after a gubernatorial governor’s review.
Finance Committees report amendments by the House to Senate Bill No. 1 with special territorial use from July 1904 to June 1905. Senate unanimously concurred. report signed by all committee members. Senate adopted by unanimous consent. House bill No. 5 on district court jurisdiction for injuries passed second reading. Senate adjourned to 10 a.m. tomorrow.
United States District Attorney H.W. Breckenshaw leads a federal enforcement campaign against the buying and selling of Japanese women. The effort aims to inform enslaved women of their rights under American law and to punish those who treat women as property. The movement follows recent federal cases where wives were transferred to other men for money, declaring these women as slaves under the law.
J C Cohen says the band will tour St Louis then across the country with full salaries funded from San Francisco. The Hawaiian band will be reassembled, Madame Siapoffski to go solo, and the Quintet Club included. If funding fails, a Home Colored Supplement will debut next Saturday.
