The Salt Lake Mining Review notes a recent rise in silver quotations and predicts a surge in production as demand grows. It argues speculators once kept prices down but now stand to profit from bulls. postwar demand, allied with depleted gold reserves, could lift silver to levels unseen in decades, with India seeking direct American supply.
The National Education Association held its annual convention in Oakland in August. Delegates praised President Wilson’s European and Mexican policy, and peace efforts. Kent Lamb and Thomas Keating of Winnemucca enlisted in the navy for training at Goat Island California. In Elko Eddie Center, vaquero at the Rodeo, was attacked by a hobo but fought back. the hobo later slashed Center’s cheek and chin, then fled as police pursued, with the tramp escaping on a moving freight train.
Attorney General Thatcher of Carson City announces the appointment of Harry C. Price as deputy attorney general. Price has served in Thatcher’s office for three years and with Thatcher for nine years as a stenographer, and two years ago was admitted to practice law before the Supreme Court. Salt Lake Herald notes David Lloyd George’s push toward conscription as Britain must mobilize for war. The piece argues compulsory service aligns England with Allies and foes, urges national unity, and cites cabinet divisions, with War Minister and Premier Asquith as pivotal figures in tipping the balance toward conscription.

C T Stevenson, former secretary of the Reno Commercial Club, notes Bonner Brothers have driven wells near the Smoke Creek desert edge in Washoe County. A six inch flow rises eight feet above the top of the Deep Hole well casing, which reached 180 feet after a 120 foot start and 60 feet more casing. A smaller flow at 120 feet grew when deepened to 180 feet, flooding eight feet over the casing top. Stevenson says the success prompts further wells in the area.
Police raided the Oberon saloon in Reno and arrested Frank Mitchell, an attache of the resort, on charges of conducting a percentage game in violation of the law. More arrests are expected as the raid spurred a panic among patrons.
Charles P. Steinmetz of General Electric told two hundred engineers in Detroit that electricity will rehabilitate soil fertility. He urged using electrical devices to fix atmospheric nitrogen and boost farming, claiming the United States could feed the world. He cited discussions with Thomas A. Edison and praised Edison as a leading American innovator.

Applies to carload or less than carload movements with August 12, 1915 effective date.
