Carson Weekly warns that rice flour corn meal and barley flour makers charge inflated wartime prices. It urges Congress to investigate alleged price gouging and to finance the war by subscribing to half of the next Liberty loan, labeling price setters as thieves and enemies.

The plan uses tunnels ditches and reservoirs to convey two cubic feet per second to lands in T 31 N R 52 E and T 81 N R 52 E for irrigation and domestic use from April to October. Complaints filed against nuisances in Eureka town warn against dumping garbage into the ditch near Spring and Buel streets. The sheriff states disposing of waste is a public misdemeanor and offenders face prosecution and costs to abate the nuisance. Dated January 11 1918 in Eureka Nevada.

Water conveyed via dam and channels to irrigate stock and domestic use from February to November. water not returned to stream.
