Judge rules on Carpenter law case in Nevada suit

Judge Ducker upholds parts of the 1913 Carpenter law while ruling other provisions unconstitutional. The decision addresses whether water users in Lovelock valley may seek hearings on Humboldt River rights and preserves some constitutional challenges to state control of water proceedings. An appeal to the Supreme Court will follow.

Post Office Bill Passes With Record $305 Million Budget

The House approved the post office appropriation totaling 305 million dollars. An amendment extends to clerks carriers and messengers a full year salary, plus half salary if on duty injury, and a $200 death payment.

Natural soap deposit found near Elko

A prospector in the mountains south of Elko found a peculiar material called natural soap. A chemist analyzed it and reports that it contains many soap ingredients. Eastern buyers test shipments, hoping to produce cheap soap for industrial use and share profits if successful.

Nevada items say Owen Carter buys Hayden ranch in White Pine

Nevada State News reports Owen Carter and his son purchased the Hayden ranch on White river in White Pine County and plan it as their future home. Also noted William Gray bought Lynch mansion in Virginia City and will have it torn down for lumber to Gardnerville for new construction.

Tax Board notices on utility tax valuation method in Nevada

Nevada Tax Commission informs county district attorneys and city attorneys that public utility property including railroads and electric companies will be valued as a collective unit and apportioned by statewide mileage. It invites formal objections or statements before a three week board session. Also notes the death of James K. Reddington in Los Angeles, former Nevada attorney and partner of Sen. Stewart.

Foreign Corporations Must Publish Reports

Nevada requires all foreign corporations doing business in the state to publish a yearly financial statement in a Nevada newspaper, with the option now to publish weekly. The Sentinel offers to print these annual statements, following a 1914 law change. The sample form shows a year ending December 31, 1918, with receipts, balance, and expenses. A separate note from Salt Lake Herald mentions Utah architects invited to bid on plans for a state industrial school near Elko, Nevada, estimated at $250,000. A. H. Manning, Reno pioneer merchant, influential in city growth, died after a long illness just after his 8th birthday anniversary.
