Ferry bids and license dispute in Winona

Jacob Wollman of Winona arrives with a petition and bonds over the ferry privilege at Winona. The county board had opened bids April 20 with Lock top bidder at 534, Patterson 481, Wollman 483, and Flynn 4732. Patterson later licensed two miles below Winona for five years at five dollars a year, with rebates granted amid protest.
