City Council Faces Street Franchise Dilemma in Elyria

Elyria’s city council weighs two belt line schemes and the C and S W and Lake Shore Electric proposals. The C and S W seeks long franchises and a belt line around the city with improved local service, while Lake Shore Electric pushes toward closer reach to the square and free street use for a term of years. Citizens demand fair compensation for street use and a limit on main street track expansion. The council likely defeats the ordinance on a late reading unless a compromise is reached.
