Soldiers appear inclined toward a separate peace as Milukoff faces calls to resign. The movement signals shifting stance within the ranks amid ongoing negotiations and external pressures shaping strain on leadership.
British forces on the western front push ahead two weeks ahead of schedule with faster advance and smaller losses. Germans launch desperate counterattacks overnight but are repulsed as British troops hold positions from yesterday near St Quentin and Harcourt while capturing Malakoff farm. Front reports note breaches of the Hindenburg line northwest and southeast, with gains around Fresnoy and on the Arras front near Chevisy and Astride.
A detach ment of soldiers and thousands of workmen massed before the palace headquarters bearing red flags demanding the resignation of Foreign Minister Milukoff. Banners cried Down with Milukoff as discontent rose over the foreign office note that Russia would not slack in its effort with the allied powers. The unrest followed claims workers were not consulted and Russia’s stance in the common struggle against the central powers.
Yesterday crowds gathered in public places to hear impromptu speeches as workmen left factories in groups. Demonstrations favored the government while soldiers and workers urged a coronation cabinet. Rodginko, president of the Duma, urged continuing the war until a worthy victory for the Russian people.
Washington May 4 The administration house leaders told Postmaster General Burleson they would defeat the censorship section in the espionage bill. The House voted 196 to 183 to insert a provision requiring proof that prohibited publication aided the enemy before penalties apply. The president could prohibit publication by proclamation under the new section.
Chicago grain roundup reports wheat at 2.71 percent, corn at 1.51 dollars, oats at 66 percent of a cent.
Elko hosts a grand Loyalty Day featuring a flag raising by Company H, St. California Volunteers, speeches by E J L Taber and Professor George C. Jensen, a flag presentation to Captain H Morris, a Star Spangled Banner performance, and a large parade with Red Cross girls, high school cadets, veterans, and various civic groups. Thorughout, townsfolk and visitors celebrate unity and patriotism amid Civil War era commemorations.

He argues the nation must live up to Lincoln’s ideals, question private revenge, and strive selflessly for the common good as it faces sacrifice and global conflict. Continued on page two.
A Berlin dispatch reports that in the Reichstag the progressive party spokesman called annexation of Belgium an accomplished fact. He warned that Belgium as a semi sovereign state would mean a lasting war menace and restoring prewar conditions would pose danger.
In Chicago on May 4 Marshal Joffre and Rene Viviani led French envoys into the city greeted by cheers. Major General Barry and Major Thompson welcomed them as crowds lined streets decorated with flags. Joffre’s red cap was saluted amid continued applause.
Washington May 4 All national banks have been asked for a report of their finances up to the first day of May.
British labor leaders appointed as official advisors to American labor arrive in New York this morning and will travel to Washington. The delegation comes at the invitation of the American Federation of Labor.
Paris dispatch reports patrol ships rushed to aid the torpedoed transport Arcadian in Marseilles harbor. Officers and men leaped overboard to assist drowning sailors, with one patrol boat saving 2236 men in about ninety minutes.
Berlin reports that one million city children will be placed on farms this summer by the government. The plan aims to shift urban youth to rural environments for agricultural experience and national service.
El Paso May 4 reports Pancho Villa and a large force within fifty miles of the U S border southeast of Juarez. A Calderon ranch group thirty miles southwest of Fabel, Texas draws attention. Villa kin Jipolito vanished after attending federal court. Lombardo, Villa's provisional president pick, to arrive from New Orleans for talks. Villa reportedly seeks to move bullion seized from mining firms to the border.
An order to show cause in A. E. Smith versus George Cole as state controller was filed in the supreme court. It concerns Governor Oddie’s February 29, 1911 reward for Shoshone Mike and his band after four murders. objections to payment have been withdrawn and the controller is ordered to pay to Smith, who holds power of attorney for eleven others.
The British admiralty reports the missing Rockingham boat with fourteen men found by a British steamer. Captain Edwards arrived barefoot, and the crew of thirty two were heavily clothed. He said two submarines were sighted prior to the torpedo strike that sank the steamer, killing two men.
Washington officials forecast another loan to England within a week. A flat credit of one hundred million is being spent at a rate of one million dollars daily on purchases in the United States, with aims to complete the loan before British commissioners depart. The second loan is expected to be larger than the first.
May 4 in New York Count Tarn lewski Von Tarnod the Austrian ambassador to the United States, soon to sail home, issued farewell greetings to Austrians abroad. He urged them to honor the land whose hospitality they enjoy and in which they earn their livelihood.
On May 4 1962 authorities revoked individual quarantines a move likened to ending martial law. Prisoners previously armed under the law were released amid the decree affecting the capital.
