Proper Identification Keynote in Auto Legislation Debate
Trenton March 30 Commissioner J B R Smith of the Department of Motor Vehicles argues against broad new auto laws until there is substantial agreement on wise regulation. His annual report cites 17169 registration certificates and 18085 drivers licenses issued in the year, with state receipts and department costs noted. He notes that fees fund road repairs and department expenses, praising the current arrangement as economical. Smith acknowledges mixed legislative reception and urges practical, not sweeping, changes, stressing identification as the core to efficient regulation and cautioning against undue burden.
