Washington Sept 30 Secretary Alger returned to the War Department after inspecting army camps hospitals and troops. He found conditions generally satisfactory with steady improvement in hospitals and camps though ethics at some sites were lacking and private tenting outside camps tempted soldiers leading to improper eating and poorer general health. He noted no foundation for a Breckinridge headquarters scene and said the report was fabrications.
Sept 30 Middletown Pa. Maj. Gen. Graham marked his 64th birthday and retirement from the U S regular army as a brigadier general while remaining in command of the volunteer service. An inmate at the Santa Monica soldiers' home shot Gov. Smith, badly injuring him. Authorities say the wound is not believed fatal, and the incident occurred in California in September.
