Social Security Act Introduced by Roosevelt in 1935
In August 1935 President Roosevelt signed the Social Security Act. It provides a retirement pension starting at age 65, with eligibility limited by citizenship and five of nine years residency. It excludes farm workers and many others, covering about half of the 50 million workers. Beginning January 1, employees must contribute 1 percent of salary with matching employer funds, rising to 3 percent for employees and 8 percent for employers by 1948.
