Elgin Fayette County Iowa enters second class mail on Sept 1 1891 under the 1852 act. Published weekly by Strauch and Herman with subscription rates 2 dollars 9 cents per year in four northeast Iowa counties and 2 dollars 56 per year outside above territory payable in advance.
Readers see a rate sheet listing Want Ad Rates at 10 cents per line with a 30 cent weekly minimum when paid with cash and 50 cents otherwise. Blind ads and inquiries carry a 30 cent weekly minimum. Cards of Thanks cost 1.00, In Memoriam 1.00, limited to 10 lines. Resolutions and obituaries with admission fees follow regular advertising rates.

The Fayette County Board of Supervisors met in the courthouse with all members present. They approved payrolls B1 32 33 totaling thousands and audited numerous claims including medical aid, funeral expenses, supplies, and services for local institutions, directing the county auditor to issue warrants. The minutes note adjournment to Tuesday October 14th and reference continuation on page 4.
