Taxing Billboards as Public Franchises Across Regions

A writer argues that billboard advertising functions as a public franchise and should be taxed accordingly. France imposes a sliding scale, starting at $24 per year per square meter for small boards, rising for larger sizes, with some main-road boards paying as high as $16,000 annually. The piece suggests New Jersey piloted a modest billboard tax and urges broader adoption by states and localities to fund highway maintenance and reduce nuisances. It also notes local ad copy and mentions Agnes Olson visiting Decorah.
