1953 General Assembly reforms reshape school district planning. County boards govern future reorganizations and no district may form without at least 300 school-age residents. Separate rural districts must vote, potentially barring consolidations in small communities unless the new thresholds are met. Existing proceedings under old law remain unaffected.
