Water rights and the Colorado River compact impact
A Utah expert warns that upper basin water withdrawals from the Duchesne and Gunnison systems plus Denver and Pueblo diversions could exhaust the Colorado River. He notes the 1923 Colorado River Compact pending ratification may cap upper-basin use at 7.5 million acre feet annually, potentially penalizing Utah and others if outside allocations reduce river flows. He urges state engineers to protest to protect prior rights and avert future disputes.
