Nightmare Ends in City Debt From Chil's Bluff Hydro Plan

Dothan will pay nearly $2 million after a long failed effort to build a hydroelectric dam on the Choctawhatchee River. The Chalker's Bluff project began with bond issues in the early 1920s, faced floods, contractor failures, and mismanagement, leaving the city with interest and sinking fund losses and no power delivered. By Oct 1 the remaining payments will finish the debt, turning the scheme into an expensive dream.
