London May 25 AP Sir John Simon the foreign secretary said a formal pact to repay 160 million dollars in 10 equal annuities under the Hoover moratorium would be signed soon in Washington. He called it a purely formal step to give legal effect to the moratorium and said it would not affect the Lausanne conference next month. Great Britain had planned to repay the suspended portion in 10 installments and the United States had asked Britain to sign the formal agreement.
