Douglas told a reporter he objects to calling his change a compromise and prefers an adjustment. He may back more than one idea, seeking a written provision authorizing seizure on a strictly temporary basis, considered 30 to 60 days. The Republican substitute has no time limit, and safeguards would limit seizure to key industries like railroads. Douglas did not say if he will amend to include seizure.
