Hospital Bond Setback Shocks Sturges Backers in Houston County
Sturges and backers of a plan to fund a Houston County Hospital with a four mill property tax say they are “up a tree” after a Supreme Court ruling nullified bond issues for tax funded hospital funds. Petition plans envisioned one third costs from county funds, one third from Hill Burton federal aid, and one third from state funds if available. The decision requires explicit legislation to authorize bond issues, forcing new routes for construction efforts.

Alabama lawmakers opened the session with clashes mostly in the Senate over a rules change aimed at bottling up Governor James E. Folsom appointments. A House resolution calling for the Governor’s resignation drew no debate and was sent to committee. The administration could not muster more than 10 votes on key roll calls as the rules proposal passed to require executive actions to go first to the rules committee before reaching the Senate. Senator Guy Hardwick warned against bloc voting while signaling he would oppose many administration measures, signaling a stormy path for Folsom’s program.
