Wallace Plan Renews Debate On Truman Aid Policy

Wallace’s substitute for the Truman program would require American funds only with strict conditions, including Greek reconstruction after reforms and under UN supervision, plus a ban on military use or aid to undemocratic regimes. He condemned the Truman approach as bolstering military power in Greece and Turkey and warned of Russian outflanking. He called the Greek government weak and corrupt and argued Turkish aid would equip the nation for war against Russia.
