Congress Proposes Farm Credit Basis For New Economy
Congress advances a broad farm program tying higher prices to debt relief and production cuts. Key elements include the Farm Credit Administration with $2.042 billion, Agricultural Readjustment Administration at $100 million, 12 federal land banks authorized to issue $2 billion in 4 percent bonds, losses funded by the treasury, and a $120 million revolving fund to buy capital stock in production credit groups. The plan seeks to align farm output with consumption while preserving farm homes and businesses.

Agricultural Adjustment Act financing shifts and tax details
The act reorganizes loan provision through a new federal land bank district and private banks to support farmer production and cooperative marketing. It also moves to ease surplus pressure in wheat, cotton, corn, hogs, tobacco, and dairy by a processors tax. This tax finances farmer compensation for reduced production and may bridge price gaps to restore pre war purchasing power.
