Short Raps War Department For Radar Installation Delay
Major General Walter C. Short told a Senate inquiry that the War Department delayed radar in Hawaii while installations were completed in New York City Seattle and San Francisco He cited a Waterloo Iowa telegram from Maj George D Leask claiming radar towers lay on an open pier in San Francisco and that Washington soon ordered Honolulu radar work halted He said Hawaii had no permanent radar stations active at Pearl Harbor prior to the 1941 attack and noted a movable practice station detected a distress signal but its data were not properly interpreted Short defended Lt Col Tyler's early dismissal of a radar warning report due to inexperience and contrasted Hawaii with the Philippines where MacArthur had greater warning intelligence and reconnaissance after a Washington warning in late November 1941
