Licensing system to tighten meat quotas and cotton controls

Two way action between the Agriculture Department and the OBS tightens oversight with quotas for slaughterers, expected to be delegated to the OPS. Officials say limiting slaughterers will curb fly by night operators and price gouging on farmers. Cotton scheme officials propose exempting raw cotton from price controls to protect ginners and allow price moves with raw cotton changes. An escalator clause may let textile prices rise or fall with raw cotton. OPS reviews these recommendations amid wartime controls.
