Army Promotions Move to Merit System Across Services
Washington AP The Army and Navy adopt a permanent promotion by merit system replacing seniority. The 80th Congress enacted measures trimming high ranks, ending wartime five star titles, and setting caps on four star officers after July 2 1948. Effective dates vary, most immediate. The reform targets some 175 000 officers, with boards evaluating qualifications and repeated failure removing officers. Preparation for full operation spans years, with several provisions delayed beyond 1951.
