City board outlines hiring rules and retirement plan
A proposed City Employes Retirement and Merit Board would set job standards and open examinations, limit pay, and require nonpartisan appointments. It would regulate classifications, salaries, promotions, and demotions, with strict prohibition on political activity for city staff and a points system for veterans.
City Retirement Board Rules For Pension Benefits
The document describes pension rules including monthly payments to a dependent mother if no widow or child qualifies, with a 20 percent salary cap, and a maximum pension of 125 dollars per month. The city clerk acts as secretary and fund custodian, with annual reports to the City Commission. Discharged employees forfeit future retirement rights, but may receive a pro rata portion of benefits earned. Employees may opt out by written notice within 30 days of the law taking effect.
