Ministers settle force levels after debate
Last fall Number 15 faced a Soviet counter to direct the Alled Control Council to study the question. Molotov urged immediate Soviet dominance with 200,000 troops while the United States and Britain would have 100,000 each and France 50,000. Bevin resisted reducing British forces in Germany below 145,000 and French Foreign Minister Bidault was unable to decide, so ministers ultimately accepted Marshall's original proposal.

Legislature backs special session amid pension plan debate
The 24 Legislature, in a mild session, approved a resolution by Rep. Lawrence Dumans to call a special session and seek a constitutional amendment allowing use of state income tax surplus to fund an average 1800 dollar annual teacher salary and a nine month term for actools. Six proposals were defeated as lawmakers avoided committing to specific tax money allocations. The Governor, while not yet studyed the resolution, pledged to review and advise. The State Supreme Court ruled that income tax surplus and future revenues can be diverted by a constitutional amendment to fund purposes beyond ad valorem tax cuts and debt retirement, a ruling that lawmakers weigh as education funding debates continue.
