At 1 46 a m on November 20 9 1 1 rang at the Lee County Law Enforcement Center. Communications operator Barb Herbon guided panicked father Bill Heaton through life saving mouth to mouth resuscitation for 10 month old Billy as officers arrived. The infant began coughing and revived after rapid dispatch and calm instruction.
