Illinois state tax refunds advance under new law

Illinois taxpayers are receiving state income tax refunds earlier this year under the Income Tax Refund Fund created by legislation sponsored by Sen. Dawn Clark Netsch. The plan sets aside six percent of individual withholdings and 18 percent of corporate withholdings to fund refunds, with an estimated 385 million dollars to be paid before year-end. Comptroller Roland Burris notes improved cash flow and startup fixes, while some residents reported faster refunds than in prior years. Police chatter and a Lee County Health meeting highlight local concerns and April election activity.

Washington urges Israel and the Palestinians to curb violence, release detainees, and halt incursions, while hinting that direct talks with the PLO may come. Peace, the piece argues, cannot be made in America and rests with Israelis and Palestinians negotiating a settlement.
