Shevardnadze hints Soviet troop pullout in Vietnam
In Manila, Soviet Foreign Minister Eduard Shevardnadze signaled to Philippine officials that Moscow could dismantle its Vietnam garrison without awaiting Washington’s withdrawal from the Philippines. Philippine Foreign Secretary Manglapus noted the hint followed a joint tense statement on U S bases and echoed Gorbachev’s Hanoi offer to pull out from Cam Ranh Bay if U S forces depart the Philippines. Shevardnadze, on a 24 hour Manila visit, acknowledged U S presence factors in the region including Clark Air Base and Subic Bay.
