Noriega Named Head of Government in Panama Crisis
General Noriega, in military uniform, was sworn in as head of government by National Assembly President Fermin Herrera at 1 42 pm in Panama City. He declared the need to revise policies to resist external aggression and pursue national liberation as crowds hailed him. The move drew opposition claims of dictatorship amid a political crisis following May elections annulled and a failed coup. Also noted is a birthday greeting to Tamar Fritz and Brenda Good.
