Governors present 10 point drug plan to Bush in Chicago
Florida Governor Bob Martinez delivered a 10 point plan from the National Governors Association to President Bush in Washington. The proposals aim to boost the war on drugs through foreign cooperation, sanctions, extradition with Colombia, U.S. aid conditioned on cooperation, longer penalties for certain crimes, drug testing for parolees, and UN sanctions against traffickers. Bush planned to pass the package to anti drug chief William Bennett for a national plan due by Sept. 5. Martinez said Bush offered no assessment but thanked him. Abortion was not on the agenda as Bush opposes it and wanted states to lead.

Dixon bank robbery prompts extensive police cooperation
Police in Dixon continue to process tips after the first-ever Dixon bank robbery on July 21. A white male, about six feet tall in a blue jeans outfit fled after threatening staff with a Molotov claim. Officers work leads from citizens, teletypes, and other departments as they search for a lone bandit with no vehicle description.

Tiny fiber cut cuts long distance in several counties
A contractor cutting a small fiber optic cable near Chana disrupted long distance service for most of Lee and Ogle counties and parts of Whiteside and Carroll counties for hours. Service resumed about 11:40 a.m. The damaged line, owned by Contel, affected routing for Center customers in Sterling and Dixon. Hospitals and law enforcement were provided emergency long distance access, with local 9-1-1 functioning.
