Restraint for solicitors urged to protect merchants
A writer argues for local limits on itinerant fund raising to shield merchants from constant solicitations. He cites a Montana visit where a week of requests would total 75 dollars in ad and donation costs, plus lost advertising. Proposes requiring prior approval from a chamber or retail association before soliciting.
