Judge Knowles on the land grant bond issues
Judge Hiram Knowles sides with the University of Montana in opposing the Montana attorney general’s view that university bonds are invalid. He argues university lands were granted to the territory and later to the state, not as school lands, and that Section II and III of the enabling act do not apply to university funds. He contends the bonds are not a taxation debt and would not violate Article 13, section 2, of the Montana Constitution.
