State land purchase rules clarified by registrar
The board explains that a purchaser who assigns a certificate of purchase to a legally entitled recipient ceases to be the state purchaser. The assignee becomes the actual land purchaser, allowing the original owner to again buy state lands once the certificate is accepted by the registrar. This ensures no person buys more land of each class than the statute allows.
