Mother Kidnaps Own Daughter in Starkweather Case
A dispute over a four year old child in Starkweather caused a Sunday scene as the foster parents and the mother traveled to Devils Lake. An order restrains the mother from removing the child from the state until after September 8, when Juvenile Court will hear the case before Judge Cowan. The mother, Sadie Houff, 33, came from Staunton, Virginia, where a 1910 custody battle gave the father guardianship. The child had been entrusted to Rev and Mrs Pittman with strict instructions not to leave without the father's consent. The Pittmans resisted giving up the child without his presence though a claimed order from him accompanied her. The Pittmans acted in good faith and, if reconciliation exists, will surrender the child to its rightful guardian.

A special committee of two aldermen reported after visiting Grand Forks Fargo Crookston Moorhead Detroit and about seventy other cities that Devils Lake should cap electricity at twelve cents per kilowatt for lighting and eight cents for power with sliding scales The water rate should be fifteen cents per thousand gallons with a meter system free to residents and a ten percent discount on bills paid before the tenth of each month The report argues municipal ownership could lower rates while maintaining profit and notes extensive surveys of utility plants.
