About 70 attended the Citizens For Incorporation session as proponents argued that MSTUs in unincorporated Okaloosa County could hit 10 mills while Destin residents face lower city taxes under a proposed charter. Debates centered on utilities taxes, franchise fees, and alleged drafting secrecy, with sharp exchanges between CFI leaders and ODI members.
The 1984 charter for Destin proposes reconfiguring local government authority while keeping the core framework similar to two years prior. After revisions by both supporters and opponents, the 33 page document passed the state.
Residents on November 6 will vote on a new city council format of seven members instead of five. The 1984 charter keeps the Destin governing body tied to Okaloosa County's comprehensive plan until the county amends it and the city adopts its own ordinances. The trial of Destin resident Mary Anne Adler charged with second degree murder in the shooting death of her husband last June has been postponed to February 25, 1985. The judge granted motions to perpetuate testimony and delay the trial to secure a deposition from an out-of-state witness due to medical reasons.
Patricia Gould reports that a $375000 second phase study on Old Pass Lagoon will examine six cleanup options including flushing designs. NWFWMD plans cost feasibility for each, noting aerators raise oxygen but may not flush or remove nutrients. DER urges brainstorming wide alternatives, with canal areas seen as better suited for some treatments.
