A 24 year old U S Army soldier at Rest Camp Destin sustained second and third degree burns to his hand and legs after contacting a 7 200 volt line while trying to untangle a kite. Kenneth Olivas was 15 feet up in a tractor bucket when the wire arced and he fell to the ground. He was taken to Humana Hospital Destin.
