Destin City Council hired Pensacola attorney H Edison Holland Jr to pursue state revenue sharing funds. At $85 an hour, he will determine if the city can qualify for about $500,000 annually by creating the equivalent of a third mill through other revenue sources or base-year adjustments. The effort centers on using 1983 or 1984 assessed valuations and exploring half-mill, trailer fees, occupational licenses and utility taxes while facing unanswered questions and potential state rulings.

Destin day care owner Claudia Chambliss sought a state fire marshal ruling claiming her Creative Learning Center meets fire codes enabling upstairs housing for children. Destin Fire Control District Inspector Tony Carroll said local rules ban first grade and younger upstairs and noted NFPA Life Safety Code 101 not met. State ruling cited as precedence, challenging local inspectors while awaiting decision.
A proposed local bill to resolve conflicts between Destin city charter and the Destin Fire Control District charter will be introduced on the opening day of the 1985 Legislature. Rep James Ward receives the measure from fire board Chairman Zack Brunson to include all Destin city limits in the district, addressing the 2,000 acre gap east of Destin. Ward notes the aim is to clarify how annexations affect district boundaries and city control of the fire department.
