Florida lawmaker James Ward outlines next session aims to move coastal barrier designations from the governor to the Legislature and to adopt impact fees to fund growth infrastructure without broad tax hikes. Bay County eyes joint incinerator plan with Walton County

Bay County Commissioner John Hutt Jr says a new state of the art incinerator on Highway 231 could haul garbage for South Walton and other areas. The plan envisions 100 tons per phase, six days a week, with total cost about 20 to 22 million dollars. Annual per family costs would be about 64 dollars, or 17 cents a day, with tipping fees for Walton residents at 25 dollars per ton or less. The project relies on bonds. electricity and steam sales plus ash used as road base would help recover costs over about 12 years. Walton feasibility study advised to decide whether to join Bay’s facility or build its own.
