State opposes Shahid release in habeas case
The Florida Department of Corrections argues Shahid Jr. should not be released, asserting his habeas petition was not first presented to state courts. Assistant Attorney General Don North said federal courts defer unless state proceedings occur, as Shahid claims a broken plea agreement influenced his no contest plea in cocaine and hashish trafficking cases. Shahid, 39, was jailed after a 1981 cocaine sale to undercover agents and is confined at Avon Park Correctional Institution.
