R Oescar Smeal age 47 succeeds Douglas Dye as Field Scout Executive of the Del Mar Va Council Boy Scouts of America on November 15. He will oversee activities in Kent Queen Annes Caroline Talbot and Dorchester counties from Easton Maryland residence. Smeal has long served as a Scout volunteer earning the Eagle badge and Scoutmunster's Key. He directed recreation in Lewisburg PA and has trained at several universities.
