Gas Tax Pressures Across States Rise in 1931

The American Petroleum Institute reports efforts to raise gasoline taxes in at least sixteen states during 1931. In 1930 Americans paid a record 525 million dollars in gas taxes, with 20 percent of gasoline’s retail price going to government. At the 15th annual convention of state auditors in New York, West Virginia’s W S Johnson argued tax waste is high and tax relief unlikely while shifting taxes merely moves the burden. Johnson noted 87 billion dollars in income for individuals and businesses last year, with 13 billion taken for taxes, and contended government is over-manned by 25 percent, with one in ten working for government. He urged living within income and avoiding back-passing tax schemes.
