Use of Navy Ships To Cut Ice Suggested
A White House conference discussed using Navy vessels as ice breakers for the Coast Guard along the Chesapeake Bay and Atlantic coast. President Roosevelt favored reconditioning mine sweepers and ocean-going tugs for ice breaking and transferring them to the Coast Guard by executive order until needed by the Navy. Representatives Goldsborough Kennedy pressed bills to build new icebreaking Coast Guard ships, arguing transfers would be cheaper and quicker to protect the seafood industry and local harbor access.

Goldsborough Proposes Inflation Free Soldier Bonus Plan
Representative T Alan Goldsborough of Maryland backed a bill to finance a soldiers bonus without extra taxation or fiat money. It would divert earnings of Federal Reserve Banks above six percent to the federal government as a franchise tax and put the Fed Board in charge of reserve requirements. He argued bonds could be sold to the Fed to fund the bonus and the same amount repaid as tax, claiming inflation would be averted by rising reserves if needed. He warned inflation requires full production first, saying inflation comes only after maximum output and money issuance.
