Taxpayer Head Calls 25% Tax Cut Inadequate
Maryland Public Expenditure Council President Harry S. Middendorf urged Governor Herbert R. O'Conor to either cut all income and other tax rates or reduce state debt, arguing the $9,000,000 surplus should be returned to taxpayers with a small working fund. He praised economies but pressed drastic nonwar cost cuts and sought separate budgeting for war needs, recommending a war bonus instead of permanent salary increases and opposing prepaying postwar reconstruction with current surpluses.
